Just saw my IL as well. The interview scheduled for Dec-2-2019. Days taken from CC to IL is ~ 216. Hope there would not be anymore surprises!

Upcoming just indicates that it's for the next month (we're not in September yet). Our EB dates progressed significantly in this bulletin, in comparison to August. And all ROW EB categories should be current as of October.

Yes, that's why the CC to Interview chart is quite helpful. Usually the wait is 4-6 month. Around the end of fiscal year (Aug/Sep) is a little tricky with the retrogression. Usually the 7-9th day of the month are the days NVC sends out interview letters for the EBs for the upcoming month.
