I am processing my husband immigration documents. His birth certificate was also rejected for the 3rd time. So just make sure its translate correctly always double check the translated document. On one pdf file I submitted the english translation first second the Nicaraguan birth certificate make sure the sealed is clear enough and third for a backup a apostille make sure is scan in color and pdf file. Finally I received an email from nvc and it was approved. Good luck!
