Do both parents need to be presented during a 15-years-old interview?

The father is the petitioner, the mother may not be able to present due to some underline health issues (and the mother is not a green card holder). Does the mother needs to be part of the interview? If she cannot go for sure, is there any type of paperwork needs to be done? In additions, due to health issues, the mother could not attend her interview so the father had to petition for his son separately.
