According to this website, https://www.am22tech.com/uscis/current-i130-processing-time-green-card-for-parents/, they are processing Jan 2018. Hopefully all of us waiting with 2018 PD's will be processed soon. Or at least transferred to other SC, because they are all way ahead of CSC
excatly ......

it says "there are not enough applicants who are actively pursuing final action "
so imo they are trying to get those who are processed and are ready to file but just waiting for the priority dates to be current, to get their interviews done. And once they have had enough of those to meet their FY target they will figure out where to reintroduce the priority date for the start of the new fiscal year
xactly i agree this........

I would just add that there is no "approval date". Petitions from various months are being processed at any time. Somebody who applied a month after you could be approved first, and those that applied before you may still be waiting when yours gets approved. There are various reasons for this (individual worker priorities/experience/availability, background checks, etc.).
If your case is outside normal processing times (as noted in the link above), you can request a service inquiry.
Just as another note, the I-130 processing is likely not the limiting factor. Even if USCIS approved your case today, it would just sit at NVC waiting for your PD to become current.
thanks
