Hello,
My H1-B extension is being mailed on May 22. There is also an Executive Order expected on May 22.
I have two questions:
1) If the H1-B extension is mailed through overnight FedEx on May 21 and reaches USCIS before 10:00 am on May 22, will the Executive Order apply to my application?
2) If the H1-B extension is postmarked on May 22 and mailed through the regular 2-3 days FedEx delivery and reaches USCIS on May 26 or 27, will the Executive Order apply to my application ?

My father is citizen of India. He was issued a B1/B2 visa in India in Aug 2009.
His name on his passport in Aug 2009:
Surname : (blank)
Given Name : AA BB CC
His name on his B1/B2 visa in Aug 2009:
Surname : CC
Given Name : AA BB
He has made five trips (duration : 2 months) between 2009-2017 without any issues. The visits are about visiting family and maybe a bit of travel. He renewed his passport in 2017 and his name appears the same as his previous passport. He is currently applying to renew his B1/B2 visa and the DS-160 form requires him to enter a surname.
I see the following two options:
Option #1: Copy all his names under "Given name" to his surname and say FNU for his given names in DS-160 as below
Surname : AA BB CC
Given Name : FNU
Option #2: Use the order of names in his previous visa:
Surname : CC
Given Name : AA BB
Questions:
1) Which option is the correct one?
2) If Option #1 is fine, will there be issues if he is sponsored for a green card in the future and will need a SSN etc? If there will be issues, is it okay to wait until that time to change the names in his passport?

I have always been confused about postmarked vs received date when it comes to deadlines with USCIS. Not sure which one they go by.
