Speaking from my own experience, my birth was not registered by parents and then when it came to applying for K1 visa last year, I went to the local municipal corporation to get a Non avialibity of birth certificate and got two affidavits by mom and aunt attesting to the fact that I was born at place on that day. It was suffice for my application and visa was granted early this year.
