1) it'll happen at interview for beneficiary. Chances of USC biometrics is rare.
2) the form itself not expired. This is an internal govt expiration date
3) just be sure to list on thr I-130 that he will interview in Australia. You cant change the foreign spouses address with the USCIS. He will have to double check with the NVC he is getting the correct case number at that time.
