CC. March 1st. No interview date yet, this is the 4th months since NVC sent "Documentary Qualified" anybody on this date?

Documentary qualified  March 1st 2019. 

Priority date December 20th 2016. Till now no interview appointment.

2). Please submit proof of valid U.S. Citizenship or Lawful Permanent Resident status

I have submitted my ds260 few day's ago,  do I have to wait for sometimes before uploading the required civil documents and also the photographs required by nvc is it a passport photographs? Thanks
