They will make further inquiries about him and be sure he will get ds 5535 form for administrative processing. You should be patient. 

If they are convinced yr relationship is genuine with great proofs and yr relationship has taken at least two years or y had been met more than one time they will give him back his paperworks and thence y are obliged to get married and apply for spousal visa. 

Consulate in casablanca is very harsh in fiance visas in particular. 

They will ask why was he living in spain, how did he go, why and how did he fund his living there?

Everything went well. 

However, the consular said ' we need to make further inquiries about y and in couple of days you will get our final decision. That was 12/7/2018 at 8:00. In the 12/10/2018 i got a Ds 5535 in ly email inbox to fill it out and send it for processing. Up to now, i m still waiting for the final decision. 

Yesterday, my American fiance emailed them asking for final decision to make arrangements of travel at ease. We are still waiting.

NVC emailed me my fiance in USA in the 24th_july_2018 . We were waiting for the interview. USA embassy in casablanca scheduled the interview in the 12/7 /2018 at 8:00 am. I kept emailing them to send me packet of instructions and schedule my interview but in vain. In the 11/10/2018 i asked my fiance (usa)  to email casablanca. They answered her in 24 hours with a packet of instructions and interview date 12/7/2018.
