I got the same but it later changed to visa ready for pick up the next day while on ceac.state.gov it changed to issued..it will still change

That suggests that her doctor has sent everything the embassy needs to the embassy and they gave her a copy of the vaccinations to be used for Adjustment of Status. Unless of course she opened the sealed envelope but she doesn't mention any of the other documents.
I didn't open the envelope... I have the sealed envelope with me and I'm to take it to the embassy for my interview. I was given a copy of my vaccination and xray separately. I only wanted to know if if I'm to take those two with the sealed envelope to the interview.

I don't think it matters. I have NEVER seen anyone needing their x-ray cd. The embassy has no software to watch it and no one there is trained to look at x-rays of lungs. The embassy is not going to let you hand carry your medical information to the embassy as it could be falsified. Your doctor will send them all they need.
