Yes, we paid the $220 x 2 = $440 more than 3 months ago

On my parent's immigrant visas it says "UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR". They arrived and got their visa stamped with the customs and border control entry stamp that says they arrived on 4Aug, Class IR5 and the "Until" line is blank. Since I-551 refers to the green card, does this stamp count as "endorsement" and if so does it mean they can travel back and forth to the US now as permanent residents before they receive their green cards?
