Respecting time was the key . . .

If the husband died more than two years ago then there aren't any options for the mother.

If the daughter didn't assert her claim to citizenship prior to turning 18 then there aren't any options for her.

. . . I have this battle all the time with my Filipina wife and those I work with there.

It's unfortunate; it was all preventable.

    Thanks.

at the time of his death, wife was struggling. And I couldn't be there at the time. I adviced her to apply for widower visa and like she said, she couldn't afford it.

    Yeah it all too late

I don't think the consular agency in cebu will be of much assistance.   The services at that office appear to be limited to USCs.

thanks for your input. they just needed someone to tell them what are their option. If they have nothing then at least they tried. thanks for your input.

No options.  She made no moves prior to turning 18 to obtain CRBA and passport.

thanks for your input. After this Covid, she said she will visit local US Embassy in Cebu Philippines soon.

  4. ADOPTION QUESTION! (ASKING for my Best Friend) Hey guys, I wanted some information if anyone went through or knew the process. My best friend has a daughter from a previous relationship and she married an American and then apparently her F adopted her daughter officially while in the Philippines. This girl then has all her documents changed to her adopted American dad including changing her last name to her American adopted dad. In her NSO Birth, it was official. The girl was only under 10 when the adoption got completed in the Philippines. Also, they have their own son. The American father was in the process of bringing the whole family to the US but unfortunately, he died of cancer. The mother(my best friend) did not know that she could apply for a widower visa at the time of her husband's death. Anyhow, she is still in the Philippines and her daughter. Is there a chance that her adopted daughter could apply for citizenship since she was adopted by an American citizen?

Her daughter is now over 20 yrs old and she asked what is her option?

I could not answer this as I have no idea about adopted parents passed away before he could bring the family to US.

    Thank you po in advance!~Aurora

    There are no fines.

ECC is about it.   I believe you have to acquire the certificates no more than 30 days before traveling and not sooner than 72 hours.

You did not get Philippine passports for your children?  You could avoid the ECC with the Philippine passport.

    http://www.immigration.gov.ph/faqs/emigration-clearance-certificate-ecc

if the child has PHIL/US Passport they could leave the country without ECC correct?

I think he should just be able to fill out the paperwork himself to file for a new/renewed passport, and just go to the US website for obtaining and renewing your passport, show the consulate how they are wrong. I don't see a problem here at all.

i think thats what we are going to do but since this is his first time renewing passport as an adult he must show up in person which means he has to travel to manila and make appt prior

I won't make enough for the poverty guideline with my regular job, but I flipped a house and closed on it this year and now I am onto my second house plus I still have my regular job. Can I show them the profit, or will it not help me with the poverty guideline? My last resort is to use a family member for a joint sponsor, but I would rather do this on my own. I am under the poverty limit by $9,000 and just need that extra bump. Does anyone know if what I can do in this situation?

get family and friends to co-sponsor....

That price is actually not too bad. I got charged as overstay every month my kid was born so that was 4 months and it came out to be relatively the same amount.

    Its very sad.

why did you not apply CRBA and phil passport right away?

  9. Hello,

I hope anyone can help me out.

My best friend son is US citizen born Philippines has Phil Passport with expired US Passport. ( we will renew his US passport soon).
He has never left the country since birth. He recently just obtained his PHIL Passport. He is 17 yrs old and soon to be 18 in Sept 2018.

    My questions are:
If he leave the country (Philippines) for the first time as(an adult) 18 years old, is there anything we need to know prior?

Since he is dual, what kind of exit fee will he face?
Since he will be 18 when he travel does he need DSWD travel consent since he will be traveling alone? (although he has one DSWD letter we tried to obtain one when he was 16).

Are there any problems leaving the country for the first time? I just want to make sure.

Thank you for all your help.

Hi, I had the same issues back then, my son have US passport only when we left the Philippines to join my husband here in US. I also applied for Exit Clearance for our son at BI and I can give you the breakdown of cost we paid at that time, we applied last Jan 2015 and at that time our son is 4 1/2 yrs old.

    Administrative Fine - 9000 pesos

Express Lane Fee - 500 pesos

    A-Cert/Certificate of Exemption/Legal Registration Fee - 720 pesos

    ACR I-Card Fee - 2253 pesos

Express Lane Fee - 500 pesos

You also have an option to apply for Philippine passport, but if you choose not to apply for his Philippine Passport then you will need to go to BI and pay all the fines to get him an Exit Clearance.

I think BI got you good. They are highway robbery... this is why I hate Philippines corruptions.

First off that make no sense that the boy would need dual citizenship to renew his U.S. passport ... that is not a requirement of USC to acquire another countries citizenship.

2nd ... the boy IS a dual citizen and he has a Philippine passport to prove it.

You need to find someone with "more brain power" at the consulate in Cebu .. and if necessary report the idiot at the consulate to the embassy for denying a USC a renewal of his passport.

Heck get me the guys name I'll report him

You are so right, I guess all we could do is make an appt an show up in Manila Embassy to renew his US PP.

That's what I am asking the Philippine personnel at the consulate told him this????? Because according to the embassy dual citizenship paper work is not needed at all. According to the links below from the USEM they do NOT stat anything about dual citizenship at all. @Hank or @Greenbaum do you have any suggestions because I am thinking that he just might need to take a trip up to Manila unfortunately because someone is giving him #######.

Dual citizenship is for Philippine purposes not the US's. He has a expired US Passport so the CRBA process is not required na.

and what is your suggestion? Because they were told to take an oath taking before they can renew the US Passport.

Who told him he must have dual citizenship before he renewed his passport???? Because the USA does not care about that at all only the Philippines cares about that dhay.

he was told they can not renew his US Passport unless he has his dual certificate.

  16. Hello,

I do not know what category this topic should be. Ive been asked by a friend on what to do with her US Citizen son.

Her son was born in the Philippines, and he has expired US Passport when he was 5 years old.

The son also just acquired Philippine Passport just recently.

He is going to be 18 years old in Sept 2018.
He went to consulate in Cebu to enquire about renewing his US Passport.

He was told that he must have a dual citizenship prior to renewing his US Passport.

    The questions are:

    1. Can he apply for dual citizenship in Cebu or does he have to be in Manila to apply for dual citizenship?

    2. How much does it cost to apply for dual citizenship in Manila Philippines.

    Thank you so much
