Honestly, I don’t believe people on VJ how they think they prepare so much evidence and they still get an RFE. I think USCIS is reasonable when it comes to this.
A lot of them who already got RFE in the mail, I am sure, submitted scatter evidence to begin with and/or filed with a divorce waiver. I asked pointedly to a few who complained in various thread how “I gave them so much and they still asked for more,” and many of them just went quiet.
Nonetheless, we are now officially entering the month I filed my I-751 last year, so we will see what is going on.

One simple fix they must do :
1. Stop hiring parrots to work at USCIS call center.
2. Approve the cases in a reasonable amount of time. 15-20 months for I-751 is not acceptable. When you pay close to $1K for the case to be process. That alone should be able to hire one adjudicator for 5 days to do everything from creating the file to approving the case.

Yes, I read the entire adjudication manual plus meeting notes by the AILA (American Immigration Lawyers Association) from 2016 when VSC had an open house for lawyers.
Together here are some interesting things I found out:
1. One supervisor oversees at least 8 adjudicators. All decisions are signed off by both an adjudicator and his/her supervisor.
2. An adjudicator can work from home if he/she has been with USCIS for at least one year. They can take the files home and must come in to the Center at least once a week. This concerns me with privacy stuff of our information.
3. There is no phone at an adjudicator’s desk. Only the supervisor has the phone. (Hard labor factory?)
4. Most adjudicators leave USCIS within 1-2 years, based on the data as of 2016 (such a fast turnover, no wonder nothing gets done).
5. As of 2016, there were a total of 80 adjudicators dedicated to all family-based petitions (I-751 and others).
6. I-751 specifically received A LOT of complaints from the Field Offices that the Service Centers (both CSC and VSC) transferred a lot of “approvable cases” for an interview, which the Field Offices declined to interview after reviewing these cases and just approved them. That added to processing time to the Field Offices scorecard, and they pushed back on that. Beginning in late 2016, the manual specifically states that an adjudicator MUST attempt to resolve all questions throughout RFE first before transferring any file to the Field Offices.

I will wait until I-751 is approved before filing for N400. I don't want to do a combined interview; it is too much stress and nobody knows what is going to happen. Sometimes you get a good officer, sometimes you don't.
Based on the activities I see on December 2017-March 2018 forums, CSC has been ramping up its approval so much. Some March 2018 CSC (at least 2) have already been approved this past week, so I think eventually VSC will pick up the pace. Last year about this time, VSC was three months ahead of CSC and that is what caused all the transfer out of CSC to other centers.
What is your EAC18XXX number and what is your friend's EAC18XXX number, if you know it? Mine is EAC181225.
I am following this very closely because of my curiosity of the process. EAC18065, EAC18066, EAC18067 .. these three batches all have some approvals already.
