Yup. Based on your information I will be eligible to file next month for N-400 as I meet all those criteria on the N-400 application website. I will be doing so while the I-751 is still being processed. 

The i-551 stamp in the passport, serves as temporary evidence of the individual's status as a permanent resident. Now the question you have to ask yourself is "Is my green card extension letter about to expire(This is assuming that you have applied for i-751 ) or is my 10 permanent year green card about to expire?"
 
So if your green card has not expired or the 1 year extension letter you get when you apply for i-751 has not expired then you do not need an i-551 stamp.
 
My one year extension will expire next february(i751 pending). At that point I need to go get an I-551 stamp to keep my permanent legal status before the expiration date.

The letter and original greencard together should just fine as long as you are coming back before the expiration of the letter.
 
 
On a separate note.
Just applied N-400 on the 1st of December.

I think I will be applying in December right away. My window opened up earlier this month but just haven't had the time.

On a positive note I got an email saying that the biometrics appointment has been scheduled but there is no document uploaded to the documents section of the filing. Guess and hope will have the appointment date soon.

That is a good point indeed! I brought it up with the IO at the infopass appointment last month. He mentioned you can still apply online for N-400 but the adjudication of N-400 will only happen after I-751 has been approved. And during that infopass appointment he mentioned to include a copy of the extension letter that says that the green card expiration has been extended for a year and the copy of the original green card with the online N-400 application in the same section. Also include any valid I-551 stamps in the passport if applicable. This just shows that you are a legal permanent resident at the time of N-400 application.

From what I have read all background checks for bio-metrics are done at the NBC. But we will be processed like all the IOE applicants because of the IOE in our request number.
