This has been known since the wording on letters changed earlier this year, and the ew wording appeared from around July I think.
It is just a much needed clarification of what is already known and stated in the carrier information guide and (should be) known to all USCIS/CBP staff (but isn't)

There have been quite a few posts recently regarding traveling on an expired GC with the one year extension letter.
Page 38 of this document provides some reassurance:

It also makes clear that the 12 month extension is from the card expiry date, not the receipt date of the I-797
