    First, let your friend know that there is nothing the USC can do to "send her home".
    Second, let your friend know that her green card is just that---a card.  Her not having it in her possession does not change her legal status in any way.
    Third, have her report her passport as "stolen", and follow up with the police on the report she filed over the stolen GC.  Let the husband be aware of this too (this may prompt  him to return them without argument since he would be the one in trouble here, not her).
    Fourth, if and when he DOES return them----tell your friend to get those and any other documents pertaining to her out of the marital home and either put them in a safe deposit box at the bank or leave them with a trusted person.
    Fifth, if all else fails, file a second report with the police and ask them to come out to the home to speak with the husband in person.
    Sixth, if she has a lawyer for her divorce, make sure she mentions to the lawyer that the husband has stolen her greencard and passport.

    She can file for new passport and new green card (form I-90). Of course, these will cost her filing fees.
     
    Otherwise, she can only hope that police helps her to retrieve them back.
