Filed to bring sibling over 11 years now from Morocco

Hi, I am a US citizen and I filed I130 in January to bring my brother. The petition and is at California Office and all I received is a receipt letter back then in 2012 saying they received my case and didnt budge since then. I checked the processing times and shows the case is outside normal processing frame. I sent an inquiry and they told it is within normal processing time. Thank you
