All visa applications will be processed through Ciudad Juarez. No way around that, unfortunately. We applied for a CR 1 visa and not K1, but an officer did ask her if I was there. I'm sure if your fiancé explains that you would've loved to be here but couldn't get leave because you're in the military, I don't think the CO will object. It's a legitimate excuse.
