All US Embassies have a window for US Citizenship Services. These are there to help and guide USCs abroad. I would suggest you contact the embassy in Kuwait and meet them in person. They can point you to the best and fastest way to get visas for your family.
Once you have a pointer to either DCF or I-130, you can read through this site to prepare the documents.

Don't worry. The medical test is to check for vaccination and some serious diseases. You should be fine.

I think the IO knows that not all boyfriends and girlfriends marry. So do not worry too much. It is OK to say visiting a boyfriend.

In these forms you can always print and write in CAPITAL letters using black ink. It is acceptable.

One of the key issues for getting a tourist visa to US is strong ties to home and incentive to come back. Otherwise the applications will face difficulty.
She must show her job, and other ties that will bring her back to Russia at the end of her visit to US.

May I ask why the urgency to file with the old 12/23/2016 I-130? Is there any benefit? What are the pro-con for those who are looking for this form. Very curious since many are looking for the forms here.

I had suggested thinking about the present situation. I did not think long term implications.
Please consider the issues regarding future immigration issues as suggested above.

The law for US Citizens is different from Green Card holders. The time to bring a wife from a foreign country is at least two years or more.
While you can go in and out of US with a Green Card, when your wife's application is finalized and interview is scheduled, at that time the authorities can ask questions about this. So plan accordingly.

While the situation is frustrating for you, there can be a positive outcome. Since you have listed yourself as the father of the child on his birth certificate and would not remove your name, why not attempt to get him a passport? It solves all the problems. Even if you are not the biological father, you have been the father on record for this child. Now take advantage of it.Please see better suggestion from Transborderwife below. You should always consider the long term impact.

you have to be able to prove you will return after and having already made immigration intent. it will be very hard to do.
Very valid point. As the topic says, "complicated situation".

It could take up to six months to get new green card in hand from USCIS.

Cousins do not have any direct immigration visa category. Employment categories are useful to sponsor family members but are very difficult.

There are no "Teacher's Visa". But you can try to check with schools to see if they will sponsor you for a H1B visa. There are very few visa categories under which you can legally work in the US.

Go To Bank of America, get your own secured credit card. After 1 year, it will be transformed into a normal credit card. Do not spend more than 10% of your credit line per months and pay the debt when required. This way, your Credit Score will hit 600 after 6-8 months. Once it reached 600, get a high limit credit card, and spend again only 10% or less of your available credit. Within 12-14 months you will have an excellent credit score.
Very helpful suggestion. Thanks.

Have you looked into him coming to the US as a student at the same university as you? That is not immigration, but it keeps you two together and then you can figure out what immigration option to pursue.

This is a helpful suggestion.
In any case, do not do anything that is illegal or put the person in risk of deportation while his relative is sick in the US and he needs to attend to the relative.

Immigration law enforcement is hard. It is important to follow the law of the land in US.

Documented foreign marriages and divorces are also recognized in US. Many countries have traditional weddings with no Marriage Certificate, but only an oral promise of marriage. These are hard to verify. As long as you have government issued documents from your country stating you are married then it is accepted in US.

The checklist asks the information of each sponsor to prove their financial ability. Requested document (1040, W2) has to be submitted by each sponsor.
