K-1 is DS-160.
Yes, my fiancee's email from USEM said the same thing. It's a generic email for any visa handled by the immigrant visa unit. A K-1 is a non-immigrant visa and uses the DS-160...it's handled by the immigrant visa unit at the embassy, though.

A lot of embassies send out the same Packet 3 to all immigrant visas applicants + K-1 applicants. Due to that, you'll see DS-160 and DS-260 mentioned at the same time all over a Packet 3. Even if your embassy sends out a Packet 3 that's indicated specifically for K-1 applicants, they might have just copied the text from other immigrant visas' Packet 3 and missed out the word DS-260 when editing it. Either way, a K-1 only needs to complete the DS-160.
