I live in Texas and on the USCIS website I'm showing that if I'm using USPS, To file it at a PO BOX in Dallas Texas but on the threads here it looks like people are sending it to CSC or Vermont.. Where do i go?

oh and when I called and asked if i have an interview date set, the lady's exact words were "it appears that you called earlier today"
like yeah b***h, maybe it got scheduled 12 hours after I first called this morning. but I wasn't rude, i just said that the rep told me to call back tonight because they are scheduling today (i lied on the spot) i called back cause of other visa journey members saying their reps told them they were scheduling today. she just told me the date and thats it. hung up.

So you complete a program through a certified institution. From what I understand they give you a certain approval so the tea can issue a certification. Each institution has their own requirements to be accepted into the program. Here is the link with the steps

Called twice today (I couldn't help it!). First rep was not very talkative and had very short responses, would not indulge me in the least.
The second rep, though, was very sweet and funny and talkative. She said, "well, I would love to tell you that your case is complete, but it's not. However, I can see that it is in the review department and is currently being reviewed at this moment. Now, while I can see that it is being reviewed, I unfortunately can't see how far along they are in doing so. Keep checking back anad hopefully you'll get an e-mail with more news soon."
This is suuuuuch tortuuuuuure.
if you request a call back from the supervisor, they can tell you exactly what's going on. Whenever you get ahold of a friendly rep (stern reps might just argue with you that you have to wait) ask for a call back request to discuss your packet with a supervisor. Every time i called last week, the reps would tell me its in the review department and being reviewed.. When the supervisor called me, she said its in the review department but they have not begun to review it since there are other cases in front of me.

Petitions from Philippines are usually expedited from USCIS to NVC.. that's why most Philippines petitions never take long to the 5 month mark.. there are some other countries that get expedited too

If any feel like they are losing hope, just wait! Listen to this conversation I recorded talking to an NVC rep. This person was so awesome. He was able to tell me everything that was going on with my case, got me a callback request with supervisor, told me whats going on with NVC, and that the full team is there (document reviewers and everyone from 7am-12am) I only captured a portion of the conversation and uploaded to soundcloud

Yes they do. After the big typhoon in 2013, cases from philippines were fast tracked and have stayed like that since.. either because of the typhoon or because of the US/Philippines Strategic Alliance

Priority Express is Overnight Shipping, 2 Day Priority is exactly what the name implies.. It doesn't matter which one you use.. I've used priority express to respond to an RFE and they got it quick
and the second address is for Fedex, UPS, etc since they don't do P.O. Box deliveries.. so if you are not using USPS, use the second address.. Both go to the same place

Hey, It doesn't hurt to include a few photos. It honestly does not have to be a lot.. but do include.. My lawyer said we didn't need evidence until interview but we got RFE'd.. I dropped the lawyer.. but honestly i didn't have to send a lot.. I didn't even label them

Some countries get processed faster than others..
I sent my I-130 on July 21, NOA1 July 28, RFE September 14, Approved October 4 now I'm at NVC stage

I got an RFE! It's awesome because it means they are working on our case but it's kind of bad because it'll get delayed by like 2-3 weeks.. I just have to wait for the letter to come in the mail for what we need to send
