Yes, this is the electronic receipt notice known here as noa1
Also, do you see how they say your petition was routed to California service center? And your receipt starts with wac right? Your petition, as all other i129f petitions filed after the end of March 2015, are being adjudicated at the California service center and not Texas service center, as you put it on your timeline.
