You cannot apply for ROC until it is 90 days or less before the date on the card plus 2 years. Dec 2016 would give Sept 2018 .. the actual date in Sept depending on the date in Dec.. you aren’t there yet

My advice would be to have atleast 20 days before you move to a new place, My lease got over between receiving an RFE and 75 days after submission. I just wanted to make sure that nothing gets sent to the old address so I forwarded all my mails from USPS to a friends address, had my change of address done to the same and even starting tracking my incoming packages via USPS. Just to be on safer side. I have had bad experiences with USCIS as a student hence just devised a full proof plan to make sure it doesnt get lost.
It takes 2 weeks technically to hear from them for address change, however I got a reply within 6-10 days. Just for your reference hope this helps.

I have been answering yes, I am authorized to work. My opinion is that I have done everything I could to get the EAD and it will be a matter of weeks or days until I have it in hands. I am sure that if it is the right fit and a good company, they will see you as a valuable asset and know that you are worth waiting for. Of course I let them know about this condition at the interview, but if I tell them immediately at first online application, I wouldn't get a chance to interview and prove to them that I am that great candidate they are looking for. Plus, waiting on the government to process your file is something that almost everybody can relate to.
Instead of seeing the glass half empty, try "selling" it as:
- you are being proactive
- you want to make the best use of this waiting time (instead of just sit at home and wait)
- you are giving time to yourself and the company to go through the entire hiring process (which can take several weeks)
- you are actively networking
- you are improving your skills
So when you receive the EAD, you are ready to go!!

I don't know how right I am but without trying to make it more confusing, I understand that you are in your last semester at school right...Well if your I20 is about to expire the best you can do is to apply for an OPT that way your I20 would be revised to the date of your OPT EAD Card expiry date which is around 18 months from the date of receiving the card. Just to be on the safer side, however even though your status as a student legally expires the fact that you AOS is still in process(AND HAS NOT BEEN APPROVED OR REJECTED) gives you legal authorization to live in the United States until a decision is made on your case. And if you have applied for an EAD with your AOS will give you the legal authorization to accept employment and Advance Parole a chance to travel if you have the necessary proves to support both these applications.
I hope I explained that well enough, again its subjective so read around and see what suits your situation best.
