The link you provided presents general information about what is needed for the IR1/CR1, not anywhere says these items are to be sent to NVC.
The following link lists what is supposed to be sent to NVC, and the 2 pictures are NOT TO BE SENT to NVC, it clearly states they are to be brought to the interview.

You should be watching on the ceac.state.gov site. The 3rd NA is when the AOS fee turns from PAID to NA
