I was in a similar situation. NVC requested for a marriage certificate. I wrote to them explaining the situation. NVC approved and DQ it. At my mom's interview, the consular requested for marriage certificate. I got a notarized affidavit of marriage from two people who were present at the time of marriage and sent it to the embassy. I just checked the status of my mom's visa and its been issued today.
