Notice of Action 1 is essentially a (written) notice from USCIS stating that they have received your petition and that they will begin processing it. Notice of Action 2 is the (written) notification from USCIS stating that your petition was approved and will be sent to the National Visa Center (NVC) for further processing. The wait between NOA1 to NOA2 is usually 5 months.
