Toronto Pearson Airport is one of the preclearance airports:
http://www.cbp.gov/border-security/ports-entry/operations/preclearance
So it was CBP, not Canadian officials that denied entry. It wouldn't make sense for the Canadian officials to be opening the packet that is supposed to remain sealed until entering the US.
