You file two separate I-130 petitions, using two separate payments, but you can put both packages in the same envelope or file online at the same time.  Unlike the K visas, for spouse and stepchildren of US Citizens, each eventual visa applicant must have their own petition.

Just a heart breaking story, I cannot imagine what you are going through but please remain strong as it seems like she had this completely mapped out and once she realizes she cannot Adjust her status without you. You can bet that she will try to make contact with you and try her best to have you proceed. Do not fall for it at all, do not have any contact with her alone and I would recommend that you cut contact with her family. They gave you an explanation, and from what you told they knew about this and I can understand it is their daughter but you are under no obligation to continue supporting them in any way. The important thing is to learn from this experience and not make the same mistake again. Good luck to you.

Experience is not the sole basis for being qualified to offer a final opinion also you do not know my background prior to joining, I feel at the very least it would be prudent for her to consult an attorney, and have her husband booking an INFOPASS appointment will not hurt anything worse case scenario they say no but if he presents the reasoning for her departure perhaps something can be done. After all it is not common knowledge that someone going through the process can book an emergency appointment and actually get emergency AP approved.
