Okay, so, obviously no one had an answer for me but in case you are ever in this position, call the NVC and be very insistent about talking to a supervisor, explain the situation and hopefully it will be easily cleared up!
Don't let the operators give you any weird solutions. Politely but firmly keep requesting a supervisor. One operator told me that I would have to request the police cert anyway regardless of what the NVC website says (which would take at least an additional 2 months) and then the next one I called said I would need to send a letter to the NVC explaining that we only lived there for 10 months and under the rules we weren't required to send in a police cert... which would have been toooootally ridiculous. I kept asking for a supervisor, was told to call back later a couple times and FINALLY got through and she cleared the problem up handily. She said we were right and took it off our checklist.
Hopefully she really did fix it and our CC is coming!
