NVC is processing cases for both my mother and father, as I received this RFE request for my mom's case only:
"Our records indicate that you are not a national of the country where your visa interview is scheduled and your eligibility document is missing/incomplete. Please upload valid proof of your legal status or residency in that country. This documentation is required before your case can proceed. For more information, refer to the Passport/Travel Documents section for your interview location at: https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country.html"
The link takes me to the page that says "The U.S. Consulate General in Almaty has been designated to conduct immigrant visa services for residents of Russia (IR-5)."
Do you know what proof NVC might possibly want?
