    It is evident that the NVC is in serious disarray and is getting worse by the day despite them claiming late last year they were staffing up to handle the USCIS load. You would think that government officials have been alerted to this mess and would address it. My guess is there is little interest on behalf of those that are able to promote change to do anything. I would further venture to say the majority of America could care less and in fact most would say so what! There has probably been budget cuts on top of the current administration's decisions that do not comprehend the further burden on the current system.
    It is somewhat interesting that with all the pain revealed by those trying to get their loved ones through the process, I have seen absolutely no comments in the same regard on Twitter under #NVC or National Visa Center. If everyone involved started lighting up twitter in this regard, possibly it would be easier to acquire news coverage and change.
    Our Government, through the actions of the NVC, or lack thereof, is showing complete disrespect for those of us who have followed the process and paid the fees according to their own policies and requirements. At the same time, illegal immigrants are being granted amnesty on the shoulders of the current system even though they have not paid a dime or filed a document and have literally broke the law. Within a month the state of California decided to hire an additional 800 people to process licences for the illegals (no waiting here) yet the government can not staff up to handle the ongoing mess at the NVC.

    It seems based on your experience the NVC's new system is successful in allowing fewer calls to get through. I question why they even have a phone system. A majority who report their experience in calling indicate no real support was given. They need to fix this by increasing their resources in-line with the fees we have paid, or just shut the door on all new applicants until they can take care of what is in the system! Oh but wait, they have got to work on all the non-funded associated visa activities blessed on them by the current administration. You would think our fees paid would allow an individual to review and process the cases that have already been reviewed and approved by USCIS in about 15 minutes, not going on in our case 5 months!

    The way people are being treated in the system, whether at USCIC or the NVC is nothing short of a complete disrespect for the individual and their loved ones. We have been working on getting my South Korean stepdaughter to the US since she was 16 and she turned 18 last month and is still tangled up at the NVC since September. We jumped on every step in the process paying the fees and filing the documents within days of being able to do so.
    Yesterday I received a letter in the mail telling me they we received the email change for her that they requested over 60 days ago that was submitted the same day we received the request even though there was nothing wrong with her email supplied previously. They say they need another 60 days to look at it after taking over 60 days to find it. These people must go home at night proud how they are messing with us and our loved ones! And worst yet... nobody cares in Washington that is able to improve upon it! While the NVC claimed they were staffing up last year, things continue to get worse according to the statistics on this site. Oh but wait, California announced hiring 800 additional staff members to process licenses for illegal immigrants who have not every filed a form or paid a dime in fees!
    For God Sake we are talking about a young lady who needs her mother and our support who has been approved by USCIS (after 11 months) and a case without blemish caught up in a system that has no care for human dignity!

    The National Visa Center (NVC), in operation now for 20 years, is the U.S. Department of State agency responsible for pre-processing approved immigrant visas that include immigration based on: family and employment sponsorship, diversity visas and special immigrant visas. This month, the NVC met with the American Immigrant Lawyer’s Association and provided insight into its increased processing times, announced Fiscal Year statistics, and reported expected changes in 2015.
    The NVC noted that during this year it started to receive 25,000 immigrant cases per week as opposed to roughly 8,000 cases as a result of USCIS working through its I-130, Immigrant Petition for Alien Relative application backlog. Due to this increase in volume, timing for case creation and document review increased, which is being addressed through staff adjustments. The NVC provided statistics for Fiscal Year 2014 including: it received 709,000 cases from USCIS, shipped 349,000 cases to various Consular Posts worldwide, and received 1.6 million calls. With respect to future changes, the NVC reported that early in 2015 it will start handling telephone inquiries regarding non-immigrant visa cases.
    In light of this upcoming change, its telephone system will be updated to accommodate the increase in calls by next February. Another update in 2015 involves the NVC’s change from paper-based applications to electronic processing, a process that has been tested by select consular posts since 2008. Software to enable this is being developed for full roll-out sometime late next year. Other topics addressed included: visa retrogression, aging-out children, best contact information for the NVC, and immigrant visa applications that are erroneously terminated by the NVC when the applicant does not make contact on a case within 1 year of being notified of visa availability.

    Your story really sucks and your passion to resolve is admirable. Keep standing... its the only way right now. The issue I believe you are up against is probably the the mass majority of American's could give a care about us folk. Probably the lowest priority within today's current system. If there is any focus at all it will be about the Immigration chaos (having mostly to deal with Mexican Illegals) Obama is about to barf. Would think putting your head down and plowing through it would be your best choice, but you should always seek professional legal advice, oh but by the way there are so many attorneys that will take your money that will tell you what you want to hear.

    You are asking for USCIS to make an exception to the law. Or rather you are asking a judge to order USCIS to make an exception to the law.
    You asked for our opinions.
    In my opinion, there is no chance that your request will be granted.
    I'm not a lawyer, this is only my opinion. I could be wrong.
    Just take our opinions and decide for yourself. You understand your situation better than any of us.
    If you believe you have a strong case, hire a good lawyer and go for it. However, you need to assess the chances that your case will even be heard, let alone adjudicated, in time for you to get the job you want.

The National Visa Center (NVC) will cease collecting original civil documents in support of immigrant visa (IV) applications as of November 12, 2014. Most applicants will be required to submit photocopies of supporting documents (such as birth, marriage, and police certificates) and will be instructed to take their original documents to their interviews for review. This does not include Affidavit of Support forms, which petitioners will still submit to NVC for initial evaluation. End Summary. New Instructions to Applicants 2. After applicants and petitioners collect the Affidavit of Support form(s), financial evidence, and supporting civil documents, they are instructed to submit all of the documents to NVC. As of November 12, 2014, applicants at non-electronic processing posts will be instructed to submit photocopies of their civil documents by mail. NVC will review the copies and, when the case is documentarily complete, will place the copies into the file, which will be sent to post, increasing the number of cases that are documentarily qualified.     It's about dang time they stopped demanding originals through mail!
