No she has no re-entry permit. Actually she will enter USA in 21 March and will apply for me.

My father is sick for that reason she has to come back.

Within 10 month she will return to USA.

How much time it takes to get a re-entry permit and how much i have to pay?

Same as every other person with a PD about to be current and a visa application. There is no specific amount of time. Time is dependent on PD, which embassy, etc. when you file the DS-260 has nothing to do with time.

Your questions are getting ridiculous. File and stop worrying because there is nothing you can do about aging out.

If my mom apply for me in March 2016 then I will have 12 month and the normal processing times for USCIS to process is 5 months. Then my total time remains for F2A category is 17 month.
