Yes uscis approved my i-130 and sent to nvc for processig. But in 4 april 2018 nvc sent me a letter saying that my f2a pettion turns into f2b and i have to wait till my pd becomes current.

I was f2a category but because of aging out in 2018 my category turns into f2b

My priority date become current in september visa bulletin but i didnt get any mail & invoice id from NVC yet.

In the meantime, you need to go get a certified copy of your birth certificate. It will be extremely hard, if not impossible, for you to get your original birth certificate back from USCIS.Why it will take few more years!
Current date for filing according to the july visa bulletin is " 01 feb 2016" and my pd is 11 april 2016

---------------On a separate issue. Do you qualify for CSPA protection? If you qualify for CSPA protection, when did your PD become current? Did the NVC send your mother a bill to pay the DS-260 and I-864 fees?
I am not qualified for CSPA protection.
NVC only send me the case number saying that my petition converted to f2b and i will have to wait longer

Currently the dates for filing in f2b is 1 feb 2016.

My mother applied for me in F2a category in april 2016. But my petition got converted into F2b category because i was over 21 years old in 2018.
Nvc alloted me a case number in 2018.
MY question is-
1) When my mother petitioned for me for F2a, we gave the original birth certificate to USCIS to prove relationship, now will we have to submit it again for NVC processing?

I aged out this month. But I have still 5 months extra processing time ( the time USCIS took for processing my aapplication)
Disappointment for me as my petition will move to f2b.

Trump talked very limited about legal family based immigration reform, he also said he wants to speed up the process for those waiting in line...

Family based i could see changing based on green card holders bringing family but unlikely in my opinion. US citizens bring spouses or family i think is highly unlikely, some of these would have voted for trump.
The main focus is going to be on the people who have no claim to be here, a green card holder / perm resident is paying tax and putting money into the system. We don't have access to public funds etc.
I am more worried about the ignorant employers / employees that don't understand the way it works legally than immigration reform.

I will age out in March 2016...
My petition required RFE that's why it took so long time to be approved.
It took 5 months to be approved.

My i-130 approved in 20 November 2016..
1 month passed but there is no letter from nvc for nvc case number and invoice id..
I called nvc and they provided me the nvc case number and invoice id but when I will get letter from nvc?

Reentry permits are issued before she leaves the US.

The verification time can vary for various reasons .
The type of documentation you have provided could dictate the along with many other variables. My suggestion is wait for another 2-4 weeks and then start calling USCIS on a regular basis until you get hold of an agent and find a satisfactory answer.
Also bear in mind, the timetable for RFE is not something standard for all case type, scenarios, and situations.

If my mom come back and immediately apply for re-entry permit then will she be able to get it?

Someone on LPR can move back into USA if it's not more than 12 months. I've seen this happening with two family friends. Keep in mind; 12 months is a cut off time. If you exceed the cut off time, you may need to kick off the immigration process all over again based on the assumption that the person adondoned reaidency.
Like Penguin_ie stated, this should not be an issue for your immigration unless other issues comes from other areas.

Case created at nvc now what to do

Nvc created my case and asked to submit aos fee and iv fee.
My question is -
1. How long it will take for nvc to review submitted documents?
2. If i am in step 2 then if i submit documents properly how long it will take to reach step 7 ( civil documents) because there i have to submit passport photocopy ( i recently applied for passport)
