Yes, each region has a cutoff for each month. AS is 2500 for OCT, and 2950 for Nov Which mean all the CN below 2500 will be interviewed OCT and 2500-2950 will be interviewed NOV.
BUT if you submit your DS260 late then you need to wait till they validate and schedule the interview.
You are current for OCT, so your interview will in OCT 2014.

I never received an email from KCC about the interview. The way I found out was by going back to the dv lottery website and entering my number. There I found a letter from the KCC informing me that they had forwarded my documents to the embassy in my home country and they gave me a date and time at which the embassy expected me for the interview. So I say check on the dvlottery website
