I snuck in to the TSC and snapped a photo so now I have the answer and thought I would share it with the rest of you....

I don't really think there is a legit honest answer for this actually. I'm sure there are plenty of ridiculous things going on over at those 2 centers that are just causing such a problem. Who knows. It sucks though that's for sure

The petitions being sent to the TSC used to be handled at the VCS. The VSC got horribly backlogged and so they began processing I-129F petitions at the TSC and transferred the cases from the VSC to the TSC. Then starting last July, all petitions that would have gone to the VSC started going directly to the TSC and the VSC is no longer currently processing I-129F petitions.
At first they were processing the case files pretty fast, but then began to slow down. I imagine they are backlogged too. Backlog and processing times change all the time from service center to service center. Sometimes the CSC is the slow one. I am sure it will eventually change again. Seems to go in cycles.

Things can definitely be confusing if you started before finding this site & did it on your own. Misleading information is everywhere & I hate that this happened to you. If needed, it shouldn't cost that much or be that much of a hassle to get a new one. I had to get a new "long form" version of mine when I applied for my passport. I just went to my local courthouse (not sure if you have to go to the county courthouse specifically of where you were born or not. I'm lucky enough to still live in the city I was born) & it was just $25, I think. Showed some ID and I got it instantly.
