I had to come back for the second time after reading this and speak to their manager, and then they were like ohhh i'm so sorry...wasted so much of my time and they're sorry...They need to have a list next to them and check if you are allowed to file for a SS# or not...Bring the list with you it's here https://secure.ssa.gov/apps10/poms.nsf/lnx/0110211530
under K-1 It clearly states Legal Alien Allowed to Work: Meaning Allowed to get a SS Card.
