Ya, I think the weather delayed them. Mine also took about 1.5 - 2 weeks to mail. They finally sent it off this week. Hopefully yours will also be sent soon.
My wife also plans on calling the embassy when the package arrives, to see if she can get an earlier appointment. Most people have said that only the fiance visa applicants can call and get an earlier appointment, BUT the lady she talked to yesterday said that she could (and she emphasized it was a CR-1). So I guess we'll just wait and see...

I called NVC today and they said my case is complete and now just waiting on interview appointment. I'll believe it when I see it, but that's what they told me.

They tell you 1-2 months back when you submit I-130 and find out about the process. They don't tell you about the extra dead time spent waiting while packages sit in stacks; or cases and supporting documents sitting in the mail room for months at a time, before they're touched. So yes, at least 3-4 months. I was approved I-130 in November, and it's been over two months already, and my docs are just sitting at NVC in the mail room. Will probably be 2-3 months before my wife's here (after approval, we still have to wait for package to be sent to embassy, then wait for an appointment, then hope everything goes well there).

You're not wasting your time. Call every day if you want. I call every day. Just know that some people are nice, and others can be very rude. Just ignore the rudeness, and keep on going. I can usually tell from the minute they say "thank you for calling NVC this is ..." whether they have a bad attitude or not. If they sound rude, I start off by saying "I know it's not been 8 weeks yet, and you may take that long, but I am calling just because I can, and my USCIS receipt number is ...." The rude people have stopped giving me the 'canned response' in return when I start my sentence basically telling them that I already know that. The nice people seem happy I called, and when I call and they tell me I still don't have a case number yet, they usually say "Well, is there something I CAN help you with since you've got me on the phone?" And they usually say "Just keep calling." Just like calling customer service with your cable/internet/phone/etc service, there are plenty of rude people, but that shouldn't stop you from calling for service. Just be patient.

First, just take a deep breath. Even when you think you know everything, you probably don't (as all of us can probably verify), so the best is just to not get too stressed (doesn't help the process). Read carefully through the first two posts here, and many of the comments, and you should be fine. :-) Good luck.

I'm right there with you, I'm a week behind with November 18th NOA2.
This part almost seems worse because there seem to be so many different steps in between and so many different ways to screw up and be sent back to the 'back of the line' to start over.
And then just more and more waiting between each step, with no 'good' estimate of completion. Just "30 days" or "8 weeks" is what I keep seeing/hearing regarding each step, until the end, of course, when AFTER it's complete, we could STILL be waiting one to three months just to get an interview at the embassy!
Sigh...

Everything I've seen regarding the processing times shows, as of Aug 31, all of the regional service centers are working on cases from Oct 1, 2012, except Vermont which is about two weeks faster. I think they're just splitting a lot of the March backlog up in quarters, and sending to the other service centers, but that's just a guess. When I called today, the customer service agent said it was at a local office though, but she couldn't verify that (big surprise), so I'll call again tomorrow, and probably receive a different answer. She did say though that the local field offices should process the I-130s quicker though, since they don't normally handle those, so they'll want to get them in and out.
