  1. Updates as per the conversation with Charles Oppenheim:

FB-4 Worldwide: This category will continue to advance given that many applicants have not responded to the NVC’s “Agent of Choice” letters. It is estimated that only about 40% of FB-4 beneficiaries have responded to these letters by the deadline, and only 15% of those who responded provided satisfactory information for scheduling of an interview. Applicants must be careful to respond in a timely manner, in order to be scheduled for an interview without delay.

Has anyone recently communicated with NVC via email? How long do they usually take to respond emails?  We have sent an email wondering about welcome letter on May 07, but haven't heard from them yet.

We sent them an email on April 27, and they responded on May 17.

They said that they are ready to start receiving fees etc for our case but ab email will be sent with instructions soon. Today is Friday I have my ID# but can't do anything as yet. My PD is F4 Sept 7

Thanks! We called them next day after we emailed them. They asked us to wait for 4 to 6 weeks. PD July 02 - ROW, have the invoice no. but can't login yet.

Is it really possible ? While ppl from late 2004 r getting WL nowadays

Apparently yes. Never thought about this, but it's happening. Some of the folks in this forum with later PD's than ours already received the WL. Also, saw the same pattern at Vietnamese forum. Not sure how NVC determine on whose WL's to send first.

My PD is July 02, but haven't received the WL yet and could not proceed with DS261. It says the case is not ready for further processing. Already sent an email to NVC few days back, but haven't heard from them yet. Any idea what could have caused this? Folks with PD Oct / Nov 2004 has already received it, but how come some of us with early PD don't have it yet? Anyone understands their process kindly shed some light on this.

    Frustrating mode

Yes, very frustrating indeed. Outlook for coming months are also not exciting. Based on some of the charts circulated in this forum a while ago, there aren't too many applicants for 2004, but its not moving. Hope our wait pays off soon.

Wonderful! Are you able to login to ceac website now to fill out ds261?

Yes ..can login now..finally its happening 😊😊

That's very exciting. Is the login link still https://ceac.state.gov/IV/Login.aspx ? Our pd is July 02, but haven't received the WL yet. It seem that they are sending it from backward as folks with PD October had it a while ago, then heard folks with PD September started to receive it, then late July and now early July. Hope I receive it soon.

The system where we used to login to see our names and petitioner name is not opening. I believe the original link was https://ceac.state.gov/CTRAC/Invoice/signon.aspx . However, its now redirecting to https://ceac.state.gov/IV/Login.aspx

Anyone has any info on what's causing this? Any idea if there is a new link to access that system?

Bill pay system is still not opening. Our Pd is July 02, but we have not received the welcome letter yet. However already have the invoice Id. Should we just wait for the system to come back up?

  9. Anyone have any info related to IL, please share. Just came across this article:

    Check-in with DOS’s Charlie Oppenheim: April 16, 2017

FB-4 Worldwide. FB-4 Worldwide should be watched closely. Following aggressive movement of the final action date in April, this category is not expected to advance. The April movement seems to have stimulated applicants to take action, and increased demand may require a temporary retrogression in this category later this fiscal year. Should retrogression occur, the category would recover completely in October, the first month of the new fiscal year. The final action dates for all other family-based categories are expected remain stable.

Not sure how credit this news source is. Hope the forward movement continues from this month. What are you guys thoughts on this?

I'm seeing predictions around stating that F4 worldwide will move to May 3I, or June 1. I'm hoping that it turns out to be true. My PD is Sept 2004, I'm tired of waiting!

Hope it will turn out to be correct. For some reason they have not opened case past July 1 2004 for a long time now. Hope they opens up the cases past that date this time. As per my understanding previously when they did not have the second chart in circulation, people used to get welcome letter like 6 months in advance to get their cases completed. I am sure their internal protocol for timings are somethings similar to that. That indicates slow forward movement. Hope I am wrong. This wait has been very frustrating - wish they could provide bit more transparency here.

  11. My sister in law filed a green card for my wife. Her family income is not enough to sponsor all 3 of our family members. In that case, I understand we will need a joint sponsor. I also have a brother who is a US citizen.
Both my spouse's sister and my brother files taxes Jointly in their family. So, their Annual Gross Income filed is a joint income. Does their spouses will need to fill out i864's? Would be great if someone could shed some light on this.

I think you should call NVC to see if the visa interview is scheduled. Please share if anything.

Just got the news, folks from Vietnam with PD Feb 19, 2004 got their visa scheduled on March, 06, 2017. You should have the visa interview notice by now if your case has been completed.
