Sorry I should have clarified. My question is outside of the current travel ban - which they are not exempt from.
Once the travel ban is lifted, can they travel and will they be allowed entry on a visitor visa without affecting their immigrant visa application or process?

I have filed a petition for my parents. Their I-130 is approved and the case has been transferred to the NVC. The forms in the NVC will be filed soon but as I understand it will take some time for processing still. Even when NVC processing completes, I don't see my parents getting an interview date anytime soon.
The question I have is, during this time when NVC is processing the application OR when waiting for the interview date, can my parents still travel to the US on a tourist visa? They both have valid tourist visas.

I am a USC and filed I130 for both my parents who live in India.
My parents have a tourist visa that expires next year (2021) and have had it and traveled on it for 10 years now for 2 to 3 month durations every other year. No violations.
My father's I130 is approved and my mother's is pending. We do not want to move to the next step of NVC processing yet due to multiple reasons
1. We'd like both my parents to go through this step together so that they can both get the GC at around the same time.
2. For the interview, they would both need to travel to another city, which in the middle of a pandemic is a bad idea.
3. There is no rush for them to move the US at this time.
4. There aren't any immigration visas for families being processed at this time anyway.
The question at hand is, can we file for visitor visa renewal for them both given that their visas are about to expire and one has a pending I140 and the other has an approved one?

You can delay the NVC processing for your Dads application by taking your time with paying fees and unloading documentation. Once your mothers petition arrives at NVC, you can then call NVC and request they be linked. While they still process separately they should move together.
Do you know how long can I defer this to? Maybe there isn't specific guidance but someone else has probably done this in the past?

I am a USC petitioning for my parents who are in India, in Delhi. I filed for them both on March 4th, 2020.
My father's petition was approved as of May 5th. There is no movement on my mother's petition.
We got an email saying "case is sent to the NVC" and in there it said that we need to respond within a year else the petition will be considered abandoned. It also said that the interview location would be "Mumbai" while we had picked "Delhi" since that's where they live.
Now, the questions I have are
1. How long can we defer acting on this? I'd like to defer for two reasons: 1. I want my mom and dad both to process this at the same time. 2. With the current pandemic, traveling within India or even to the US is not an option really. India has even banned all international travel.
2. Anyone able to change the location of the consulate where the interview would be? How can I ask for it to be scheduled in Delhi instead of Mumbai?

Fill out N-445 before you get there. Social Security shouldn't be updated till atleast 2 weeks after Oath. I was able to register to vote as well as apply for passport at the ceremony.

Yes, both parents need to be present. If they can't both be, you need an affidavit filled out by the parent who would not be present.

Did anyone apply for a passport at the Oath ceremony?
If you did, I have a few questions
1. Did you pay a $35 acceptance fee?
2. Did you have to provide other than the Citizenship Certificate, filled out form, check and a photo?

Has anyone done a passport application at Oath ceremony? Do you need anything other than the signed form, naturalization certificate and a photo? Do you need to pay the $35 agency fee at the Oath ceremony application as well or is that only when you apply at the post office?

@mdox congratulations on completing the journey! Could you share your Oath experience? I have the following questions
- Did you apply for a passport at the ceremony? Looks like they need a copy of the naturalization cert for the application. How did you get that if you applied at the location? Doing this is tempting since this costs $35 per person less than filing at USPS does.
- Did you get to update your information with the social security admin at the oath ceremony? The letter states we would be able to do that.

Been a week and still waiting to be scheduled for Oath. My wife got scheduled the very next day. Anyone else saw delays in scheduling?

That's what I saw being reported here. I guess that's the one I would get too. Online status still says Oath is to be scheduled. I am guessing that takes some time.

The IO said he couldn't control that. He didn't even know when the ceremony would be.

My wife and I had our interviews today. It was pretty straight forward. Both of us had separate interviews and the interviewers were very pleasant.
For my interview, we went over some of the questions that did not have answers to them (Somehow 🤷♂️) and then updated the file with the travel updates and time spent outside the US since we filed the application a year ago. We then jumped into the civics portion where he asked me 6 questions and then moved onto the english portion where I read a sentence and then wrote "Citizens can vote" on an iPad. I also told him about a traffic violation I received and that I was acquitted from it. After this, he said he was going to recommend me for approval and asked for my wife's A number so that our Oath could be scheduled together.
For my wife, everything was the same, except she didn't have any traffic violations and did a name change. We carried the court decree with us and using that, the IO entered my wife's new name into the system.
The online status for both of us now says approved and that Oath will be scheduled.

My interview is tomorrow and I am going to ask to see if we can get it on the September Ceremony. I think the chances would be bleak but doesn't hurt to ask.

Was able to see the letter in the documents section around 2pm. We've been scheduled for Sept 11.
