@Octavespan mine was approved on 12/9/2019 and i am still waiting for my Oath letter, Case status change to Oath Ceremony will be scheduled.

my green card date is 12/14/2013 and I sent my documents on 06/13/2017 to Dallas, TX Center and I received my NOA date is 06/20/2017 and my bio fingerprints schedule on 7/10/2017 and I live in Houston TX.

Today they received my documents through FedEx .
my GC date is 12/13 and I am from City Houston TX.

On February 11, 2014, we mailed the new card directly to the address we have on file. You should receive your new card within 30 days. If you do not, or if you move before you get it, call customer service at 1-800-375-5283.

On February 7, 2014, the production of your new card began. Please allow 30 days for your card to be mailed to you. If we need something from you we will contact you. If you move while this card is being created, call customer service at 1-800-375-5283.

Our ELIS status changed to Optimized today!
I sent another email to TSC just yesterday asking to check why our case is not in the database. It's nice having a feeling like our little efforts make some difference in this process.
Still can't check the receipt ID # on the uscis.gov

But i keep calling USCIS and texas service center about my case delay

From what I understand, the cases are processed at the Texas Service Center, not the POE immigration office.
You think they might help you at the airport?
I dont know but if texas service cant track our case then where is our case right now?

Yeah... Ill wait for 1 week more if status not change to optimize ill go to airport immigration office

01/14/14 - USCIS responded that TSC will contact me
01/28/14, today (exactly 45 days after POE) I received this response:
A search of USCIS records indicates your Immigrant Visa Fee has been paid. However, after a thorough search, the Texas Service Center is unable to locate a record for you in our electronic systems based on the information you provided. The Texas Service Center has recently implemented a new database to track these cases and provide better customer service. The process of moving from one database to another has caused a slight delay. We hope to have this delay corrected as soon as possible. If you do not receive your Permanent Resident Card within the next 90 days, please contact customer service.
Any advice on what to do next, aside for wait 90 days?Fee paid 9/30/2013

I Call on this no 0016033340700 i ask about ill they still telling me wait for Visa Bulletin still no Visa available i even told that my friends got ill from nvc the girl replied its Not possible because i told her my pd is 10 june 2011 and my case is complete.is there any telephone no where i Call and ask about my case

Just Call nvc...no Visa available now because they are working on current Visa Bulletin so we have to wait for NeXT Visa Bulletin which will be pUblished on 10 june 2013
