Yes it's your alien registration number and I believe it stays the same throughout your immigration process. The above poster is correct about how to obtain your case number from the NVC. Good luck!
Haha I'm by no means an expert! But I just went through the same thing you guys are going through. They SHOULD have a copy of your full petition that will be forwarded to the embassy, but I made copies of everything just to be safe. Better safe than sorry, and that way your fiancé will be prepared if they ask for something you already sent. Plus send originals of evidence that you only sent photocopies of (e.g. Boarding passes etc)
As for the NVC case number, you don't really HAVE to do anything with it, buys a way to track your cars from the NVC to embassy. It's forwarded to the NVC who assigns it a consulate specific case number (the Tunis embassy's is TNS for example. From there the NvC enters it into their system then sends via DHL your package. I believe te NvC will mail you your case number hard copy, but I wanted mine ASAp so I called. Call at least a week after your noa2 hard copy. Once it reaches the embassy the embassy should contact you or your fiancé but if you want to call and ask if they received your petition it might speed them up. Fr there each embassy is a little different but I think most email packet 3 ( the paperwork you fiancé needs to complete for the interview) each embassy is different so you can research others who went trough the same process. For my RFE I have my Receipt/ Itinerary of my flight in spanish. Its very obvious all the information there, but the letter says all documents in foreign language must be translated!!
