I don't know but from the trends i have seen on VJ, IR/CR cases don't have to worry about Visa bulletin and have their interview letters issued even during the middle of the month. I have not seen that with F2A cases till now and are always issued I/L at the end of the month. It took about 20 business days four our case to get a I/L after case complete from NVC. Not sure where you are quoting 3.5 months from. check my timeline.

I received my AOS bill in email yesterday and I paid it without a problem within 5 mins of that email. It may vary case by case, just sharing my experience if that helps.

You should create an online account with USCIS. They will show you the last updated date. If it recently changed you will know they are processing your petition. When I log into my account it shows me last updated 03/22/13. Let me know how it works out.
