My husband is US citizen , so the application is for me , its me who have to prove that I live where I transfer .you know many people said to me Saudi Kuwait or Qatar will be the best try to send to the consular office there and see what they will replay you.

I have called NVC yesterday upon transferring my case ,they request me to send prove that I am living where I want to transfer combined with a copy of my passport reveals my entry .good luck
