USCIS sends the documents to the NVC for processing, they will forward it to the consulate where you will apply for the visa. I received a notice from the consulate approximately 3 weeks after NOA2.

Hearing how you must feel so anxious, and worried, I can relate, and can offer my prayers. Surely all will work out for you both, and it is important to show strength to her especially now...she needs this from you more than anything. Be strong, determined, and believe.
