The embassy approves or denies the case as far as issuance of the visa is concerned. Where is her passport? Was she given a 221 G form? What does it say?
It sounds like the case has been returned to USCIS in the USA. This is not good but we have to keep in mind this is an case concerning Afghanistan so this type of thing is to be expected.
Your politicians can do very little to help you in this situation but there is nothing wrong with asking them to do so. For example to say its going to be 60 to 90 days when they know nothing about the case is ridiculous.
