    I think we will opt in to file electronically. I have scanned copies of the civil documents (passports, birth certificates, marriage certificate, divorce certificates). I have a potential problem with the police certificate from Tokyo. My wife was told that it will be in a sealed envelope and cannot be opened by anyone except the US official in Guangzhou. This will be a problem to email it.

      can scan the outside of the envelope, and write a cover letter explaining what it is and that it will be handed over on interview day. other folk do this exact same thing.
