This is exactly the runaround I got as well. I finally pleaded with my congressman that this is affecting me personally (my fiance is pregnant overseas and I am waiting for citizenship to bring her in) . They finally sent a formal letter to the FO and the FO responded that they will order file from NBC and schedule me ASAP. Whether it was just the process taking its course normally or if it was the congresswoman's pressure I will never know, but I would say keep in touch with congressional aide and keep pleading your case.
Thanks I will do as you suggested.

Did you try contacting your congressman? I am in the same situation and finally have my interview on Sep 26. I think contacting my congresswoman helped me as they had the field office request the file from the NBC where it had been stuck. I took Infopass appointments, but they were all pretty useless. It was more helpful calling the L2 support guys to get (still limited) insight.
I did but my congressman was given the run around by Field Office and NBC. They were pointing at each other, FO saying they cannot schedule until they get the file, NBC saying they do not schedule appointment and that FO should schedule me first then they will send the file to FO. So I am going for another InfoPass next week after to show to FO the letters I got from my congressman and see what they say.

My status in the USCIS site still shows Appointment for Biometrics scheduled (since Sept 2016). The ELIS website says Appointment has been scheduled, but that status has been there since at least January with no update. When I contacted them for information, they sent an automated message saying that the case has not been reviewed since Sept 2016 and I had to keep waiting. Then I got a letter saying they had forwarded it to Dallas Field office for review but havent heard from them. I have an Infopass appt scheduled tomorrow. We will see what they say
You are not alone, my status says the same thing, biometric scheduled Dec 2016 (2nd one) my ELIS account says Interview scheduled. I don't know if my papers landed in the black hole and got lost ...

August 2016 filer here, PD Aug 19, 2016. Sent two mails to my congressman, did InfoPass before, filed a case online. All saying I am on the queue for interview but that has been months ago! My case status still shows biometric schedule sent December 2016 but that was the second. I had my first done September 2016, had to go to the field office to verify if I still need to do another one. Staff there said no need, they even stamp the second biometric schedule with not needed, biometrics already on file. Now my congressman sent and inquiry to the National Benefits Center to inquire what is happening to my case. I received a mail from USCIS last week saying the same thing and that if I do not receive a notice from them in 90 days, to call their customer service number. what good would that do when the agents answering those phones are not even immigration agents but call center agents? They will just be reading from a script. USCIS has screwed my application so bad! and YES mine is IOE. My son is turning 18 on November so I will lose the option of him turning citizen automatically when I become one! That would mean filing another application for him and of course, paying the fee. Very disappointed and frustrated.....
Oh and by the way, Baltimore Field Office says they do not have my case file with them. When I went for my InfoPass, the agent said if she had my paper at that time she could have interviewed me right there and then, this is in contradiction to what the Customer Service hotline saying that my papers has been forwarded to my field office.

I think I will have to call the embassy today but what to tell them...that my son has the W2 all along with him yesterday and that they didn't see it? My husband has only one job now so only one W2, the other source of income are retirement pensions so I had included those as well...They just kept saying yesterday that he is missing one document which is the W2 evident by their latest email to me last night....this is very frustrating and confusing...figuring out what went wrong or who was wrong...

Hi Caryh, the document is still with my son. It has not been lost, the embassy just didn't see it. I don't know how can they not see it when the consul looked at his documents. We provided all 3 years tax transcripts at the NVC stage. My son has copies of it too with him during his interview... that is what bewildering, he has it all yesterday. Wonder what W2 are they looking for or they did not look at the papers hard enough?? sigh... he has to arrive here since he is already late for school...

Hi everybody! my son had his interview yesterday at the US embassy in Philippines but received 221g for a 2013 W2 for from my husband who is the petitioner. What is frustrating is I have received the email one week before the interview from the US embassy in Manila requesting this document (latest 2013 W2) so I made sure we had the document. Made sure a day before the interview that my son have it with him ready for his interview the next day. Since my husband has different sources of income, I had also included his latest 1099-R (equivalent to W2) and statement of annuity.
During the interview, they asked for it but since my son is a kid he doesn't know what that is (my fault as I have not coach him what the W2 looked like) so the evaluator and eventually the consul looked at the pile of documents we prepared for him. They did not see the W2! wth!@! ---- so after the interview, they told him they are going to send an email to me to send the missing document which is lo and behold, the W2!!!. And they informed my kid and his dad that once I sent the document they should send it back through 2Go. What really disturbs and confuses me now is, are they looking for another W2??? - I kept pestering my husband asking if there is another W2 but he said that there is no other version of W2!
I do not understand how can they miss the document from the papers my son brought with him!
Now, I do not know if we should send what he has all along at the interview or what...somebody had any experience the same as ours???

Thanks a lot! Now we have to start reading the NVC guides and get ready with all required documentation. I was expecting an RFE since my husband just attached a few pictures, a newly opened joint account, annulment decree but without my birth certificate. We hastily assembled it for a day before I left the US last October. Our chat logs, plane/train tickets, hotel reservations, remittance receipt and a lot of our pictures were not submitted since everything's here in the UAE. I guess my visits, our trips together and our wedding in the US was sufficient evidence for them.
I would like to say thank you to VJ, this forum served as our guide on how to assemble the packet. It is very informative and a lot of members are willing to share their experiences.

Got our NOA2 yesterday on a Sunday! Could not believe it so I went and check on the USCIS website and it really says decision on Feb 10, 2013. Do they really work on Sundays now?

I don't think it matters. you will not be carrying your suitcase with you while being interviewed at the POE. I went three times last year to spend my annual leave with my husband but there was never a problem with me having a big suitcase. I left some of my stuff there each time. This will only be a problem when you get pulled to secondary and they decide to search you but I never had that problem. Just in case I get pulled out, I have all the documents with me such as bank statement,Employment certificate, NOA1. But I didn't needed them all those times.
The POE officer was very nice. Just be confident and be honest but answer only what they ask. :-)My last trip the POE officer asked who lived in the address in my I94, I said my husband. He smiled and said, lucky guy! :-). so good luck and enjoy!

That's what I'm trying to figure out. Maybe someone's done it before?
We submitted proof of my job, our business, the fact that I've been in Malaysia over a year, proof of my application for Permanent Resident in Malaysia, photos of the house, dogs, cats, car.... I don't know what else they would possibly want to see..
And they wouldn't look at any of the evidence. It was just an automatic "No".??? "But you can re-apply as often as you'd like"
The best advice I can give you is she should provide documentation about her own ties to Malaysia. She should be able to prove to the CO that she can support her visit to the US on her own merit, like having a stable good paying job. A good financial standing. Her ties should be her own not depending on your finances. I am now here in the US with a tourist visa. This is my third visit this year and during my last entry when the POE officer asked who lives in the address indicated in my I-94, I simply said "my husband". and he replied by saying "lucky man" :-)and off I go! we also do not intend to do the shortcut as I have a job I cannot just leave. Hope this helps.

based on my experience, her chances of getting a tourist visa is very slim. Without a regular stable high paying job from a reputable company in the Philippines, no way. I did have a regular stable job from UAE but not as well paying still didn't get a visa. I only got one when my status changed and got in a better company and better benefits. They look into all of that, ask which company you work for, what do you do, check your bank account transactions... do you get your salary regularly, get bonuses, incentives etc.. only then on your own merits they will grant a visa. sorry but I think you better go to K1 route or CR1...

Congrats! I had mine last Monday and it was swift and easy! :-) 5 questions, made to read 1 question and write the answer to the question :-) No same day oath, Immigration Officer it might be on February next year but it is ok since I am going out of the country this Xmas season! We are finally nearing our closure on this immigration journey!
