    Hi, I don't know much about that situation. I suggest working with the embassys in Kuwait and Addis. My guess it that he will still need to follow the same process by filing with the service center in the US. I don't see any problem with putting Kuwait, only having a good mailing address to receive recieve corespndance. Best to you both.
