Go to below website. Feel out the PCC form and schedule the appointment online by making a payment. My wife went Ahmedabad Passport office and they ask for no document at all. She did had I-130 approval letter and passport related document. If your passport is new then they will issue PCC same time. If not then they will send letter to local police station and they will call u in 2 or 3 weeks time line. Once they will go through your file and verify everything they will send ok letter to Ahmedabad Passport office. Then you have go back again to get PCC letter from Ahmedabad passport office. Whole process took good 30 days so if you want save time start your PCC now. My wife was from Anand so now everyone has to go to Ahamedabad. Not sure what will apply in your case.
