Documents don't prove intent...if the VO believes the applicant or has confidence in the applicant, they do not need to look at papers....and if the applicant has not established confidence, then no document will do the trick.
More often than not, documents will do more harm than good...why? because if an applicant presents fake documents, well, ball game over.......but documents can never make an otherwise unqualified applicant qualified.
Inconsistent answers, memorized answers, changing answers....those are the fastest 'killers' for most applicants...
strange stories and requests....("I need to stay 5 months to visit the sights..." or "I want to spend 6 weeks in Disneyworld!" ( a trip that would cost thousands, usually money the applicant does not have, or represents the applicant's savings over the span of years, which makes no sense))
short term employment that could not possibly have earned the applicant weeks or months of paid vacations...
phony training requests (in that the 'company' has never sent anyone previously to the US for alleged training...and the applicant cannot explain in any rational manner why this training is required, so unique and why no one else from said company found it necessary to take it.
A total lack of credibility by the applicant when numerous inconsistencies are discovered with his/her story and answers.

If I run into him I will discuss it with him. Why not ask him what to do? He travels a lot so must know plenty about visas.
You want all gold or diamond members to help you but you are not interested in their opinions. They will not serve as the officer at the embassy so what do you expect them to tell you?
Your parents have failed at being granted a tourist visa 3 times. What do you expect someone here to do about the situation? They submitted what they or you thought would be enough to be granted the visas. You still want to submit a 134 for their case. Why not just do it & have them step up to the window again?
The fact is that they are not able to convince the officer they will return. It isnt them or the submission evidence. Its the level of fraud in the past. Add to that the fact that they have been denied 3 times and you can predict the future.
